He also has an important piece on the Bush's "signing statements," the quasi-legal interpretations he puts onto bills that he signs into law, in the forthcoming issue of The American Conservative. Why veto a law when you can just interpret it away? The signing statements have been used by Bush to say that he'll simply ignore provisions he finds inconvenient in laws against torture and protecting whistleblowers within the government, just for starters.
